You can make a similar potion, though a bit less profit using Dates and Leucoagaricus. Leucoagaricus is abundantly found in caves while adventuring.

The main purpose of the bartering necklace is to cheapen skill book prices and in this game you'll need a lot. With a 64% bartering necklace I save 50% in everything I buy and everything I sell is also increased by 50%.
I can't take credit for the spicy grass+date recipe. I found it in a forum somewhere.
Dates are bit expensive, but it's nice to find use for Spicy grass.
In regards of enchanting, I get what you're saying. But the thing is, by the time you have 100 Enchanting you're probably sitting on piles of gold already. I prefer to increase crafting skills in this order: Alchemy -> Enchanting -> Handicraft (you really don't need to max this).
Reason being that 1) higher Alchemy skill increases self-made potion's value 2) With maxed Alchemy and related perks + gear, your Fortify Enchantment potions nets you ~60% better enchantments (on top of your Enchantment skill, perks and gear).
By the time I can make 64% bartering amulet, I've got so much gold it's almost redundant. But if you choose to max Enchanting first (before Alchemy), I definitely think it's worth it.
But yeah, once you're sitting on 5k+ Gold, Sublime Garb saves you a ton of cash in the long run.
