If your police force is stuck to the ground, you miss out on a critical vantage point when moving units that are up ahead. Get a helicopter for your LAPD officers so they can follow the suspects in a chase or get a new view on the city from above. Or...if you're particularly in the mood, you can emulate police chases like in GTA.

Use Invisible Spawn Points to fine tune your spawning and create more realistic depots!
