Max level cap is 20. Unfortunately, Vanilla does not show anything higher than level 10, so use a mod that supports higher visuals if you want.

If there's no mods for 4.0 that provide the graphics, then I would assume you can't.

So how do you actually show leader levels over 10? I don't see any mods for it that are 4.0?
