Checking my game, I see that I gave it a "local" RICO config, and that if doesn't ship with one. Also, it's actually "French Flat #8"
I wonder if that might be the difference between the unique building "Church of Saint-Ambroise", which I can't access in-game, and this building and the "Monument a la Republique", also unique buildings, but both of which are available to me in-game.
Based on experience since the GC update, I expected to not have access to either the "Church of Saint-Ambroise" or the "Monument a la Republique" (and I didn't notice that this one is also a unique building, I took it to be residence)
I hadn't actively noticed that, but I've made it a habit after I subscribe to some new assets to go into Content Manager and enable all assets.
The problem with certain assets created since the GC update not being there in-game may be unique to me. The GC update locks up on my computer -- I spent many hours trying to solve that problem, and finally gave up. So, since I can't run that version, I'm using the pre-GC version (I had a backed up copy of the filesystem).

Again, it's a beautiful asset.

(*) Ah, the same is happening with the "Monument a la Republique"; I can place it, I can bulldoze it; but otherwise it behaves as though it were a Prop rather than a Unique Building.
