After some trial and error, I found it was caused by the realistic fish mod, and the town loaded fine after I removed it. (Not a huge bother to me anyways)
Anyone else had this issue?
1) To update a mod (example: Mono Patcher Library), just download the new version and replace the previously installed files?
2) Is there a mod in the guide that prevents the emigration of households imposed by EA's Story Progression? Do you think this mod is compatible with your guide? https://modthesims.info/d/689469/retuned-ea-story-progression.html

Yes, the game was patched to support 4GB but only uses 2 anyways, the patch allows more RAM to be allocated.
Simler's mod conflicts with NRAAS if they both run at the same time, in my experience without even changing anything they already run 2 hours apart by default.
This guide also advises using Simler90's Core Mod, which is not compatible with NRaas mods and renders the game unsupportable by NRaas, as well as the Smoothness Patch 2.x with no clear mention that its MC package component is totally broken.
Before I go though the drudgery of removing each mod one by one until it works, does anyone know which one could be causing the issue? is this a known problem other users have had?
I'm using the EA version if that makes a difference at all.
