There is this annoying department in China called 'City Administration' and what it basically does is to clear streets of homeless guys and mobile vendors and stuff. They are not exactly police nor fireman, they are just pain in the arse. A lot of them are hired under temporary contract, and most of them are not well educated so that they are used as expendable brutal force to carry out difficult tasks such as residence relocation.
