Well, some servers disable it, and you could do something in CSGO for it, idk how and TF2 has a mode SOME servers use that disables it but just look around. Valve servers should allow it...

I saw your comment about captions. What you should do in the case of hard of hearing is use Audacity to buff the sound and create a custom sound folder (tutorials on youtube)
