1.)Head over to https://secure.runicgames.com/ or http://www.Torchlight2Game.com
and sign into your Runic Account.

2.)Click "manage my friends"

3.)Click "Import my Steam Friends" and check the box saying that you want your friends to also be able to find you, and click the button.

4.)You're done! Your friends with TL2 should now appear as friends on your runic account.

pretty much as the title says. I just found out that you can do it.

go to the Torchlight II official website:

http://www.torchlight2game.com/

and login(or create, if you don't have one) to your account at the top.

you can link the accounts there, and after you do it, it'll say you own "Torchlight II"(under "My Products").

according to their site, it's needed in order to play multiplayer. quote:

"Register your copy of Torchlight II to access our free peer-to-peer matchmaking service for internet play."
