I am having some difficulties making the game run in 60+ fps. I have tried turning off the Vsync, the FreeSync, and the AMD Sync. I have the Radeon RX 580 and AMD Ryzen 7 for my GPU and CPU respectively. What could be the issue and how do I solve it?

I don't get it. Is this just the base game plus DLC combo'd together? If so, why re-release it together as a separate Steam Store page and not just ... mark the base game and DLC prices down slightly and make a bundle or collection or whatever that includes all of it for $30?
