I always really want to like Tropico because it infuses so much humor and you can tell there's a lot of love behind the development. But there are just so many elements missing that other games do well. Against The Storm, Anno, Cities:Skylines, Surviving Mars - all of these satisfy the itch better than Tropico for me.

In reading other reviews, it seems my problem is I'm missing DLC that would make the game more enjoyable. I can't invest, though. I need a base game that inspires me to go deeper, not one that leaves me disappointed.
