No, it's purely cosmetic. But modifying the rnw textures somehow changes the checksum, thus making it not "ironman compatible".

You need to start a new game and have the DLC active that adds the random new world option.

So I downloaded and enabled the mod, hopped into a game, and the new world was the same. How do you enable?
